I talk to the correct person, but I cannot claim the reward. I tried refreshing, I tried logging out. The only 2 quests I have are this kind, so I cant even do anything else :(

Hello warrior ZivaDavid, please read about Quests here - and also the Beginner's guide -
Open your quest log, open quest and turn on follow (green eye icon), now You will be shown where the quest person (quest object/enemy) is on the right side of screen as a helper arrow next to green location text.
