glitched quest reward?
unable to claim reward despite meeting the requirements as shown in this screenshot:

My guess is that you have misunderstood the objective of this quest. Quest asks you to learn Second spell of magic school instead of upgrading your current spell to level two. Please learn one of DoT spells and you should be able to claim reward for this quest.
