Missing a quest

I learned that there a Reoccuring Quest called "Midnight Skrag Skeletar".
I did not receive it. Is there a way for me to get this quest ? ">

Hello Issy,

It's a quest that allows you to create skeletars from Death Essences - available by clicking grave in Eastern Graveyard.
