You're probably talking about "Test Orbs" which are given for completion of some quests and they are free to use without any reputation requirements. If you buy Nosferatu orbs that someone crafted or from shop you would not be able to use them until necessary reputation has been gathered.

Nopes these aren't test orbs I have them on auto and I have 700 reputation
