Insigna Quests not showing on 50% of my toons

its very hit and miss if I get this quest on my alts, others are saying there are getting the same in chat also.

Could please mention all level groups this did happen? Judging by levels of your alts it was 9-15 and 16-21 am i correct?

Yes the 9-15 and 16-21 could not join, but the 22-28 and 44+ was both fine.

Seems its the 2 part events I'm not getting quest for, for the lower level alts.
