24 elixirs that a lvl 15 can't use for 7 more lvls?

It has been the exact same every event. Don't think it's a bug rather they just think you can keep them till available if you really want them or sell to shop to free space.

It's simply a loot table BC chest has. You can find some set of items, some with lower chance some with higher. While it is unfortunate that you can't use these potions at the moment the drop does not get altered from chests depending on your level to give everyone equal chances.
