Compensations for getting jailed

As a old player, I'm just offering a suggestion of my own regards toward jailing. Out of many online mmorpg games that I've personally had self experiences with, Dragon Eternity sure have one of the most strictest rules out of all of them. Out of all the reasons players are getting jailed, about a good 50% of it would be illegal trading, and about 20% being they wanted to get jailed by themselves, and the rest 30% be everything else. Of course, this is also my self opinion towards why players are getting jailed. Of course these are violations towards the rules that Dragon Eternity has placed upon the players, and I do agree that games without rules are like society without regulation. However, I do believe that the punishments sometimes are way to harsh. For example, a returning player that requested to be jailed a couple years ago decided to come back to visit, figured they had jailed themselves, and are asking to be given a new chance at the game, but they have to pay a fine of 100 hundred dollars. Not much people as a player would accept that kind of payment, especially if they're low leveled and haven't spend money previously. The opinion that I have towards the illegal trading bans are, although it is against the rules of the game to trade within alts or other characters while exceeding + or - 30%, I don't believe that players should receive a permanent ban unless they pay a immense amount with their real life savings. What I personally believe, is that maybe the player can receive a week, month, or even months depending on how big the violations were, and reverse the trading that was made, or even take all the ingame gold/silver/copper from the players as a punishment to prevent further violations. If a player was placed in jail because of these kinds of reasons and were put into the situation of either paying up to hundreds of dollars in order to unjail their accounts or make a new one. If the players were in the pre-teen or teenage years who don't have that kind of money, I would believe that they will stop playing this game and switch to something else. As a player from couple years ago who came back, I can say that there were way more players back then as compared to now. Of course, everything that I've stated above is just a suggestion from a old player who had grew up with this game. I thank those who actually took time to read through my opinions, and I would love to hear any feedbacks.
I would bet this isn't true at all. Most of the shackled players are loans, that I know of. And many of those would have paid but had problems banking. Be rid of loans and I suspect many shackles wouldn't happen.
tl;dr the rest as your very first assumption seems inaccurate to me.

The returning player can always make a new character. Especially if character shackled is low level it's better to just restart with a new character as there are a lot of things that help low levels unlike before. For example that's what I did when I came back. Ironic123 is now my main but hasn't always been. I eventually paid the 100r and unlocked my first character which was level 23 at the time but eventually stuck with Ironic123 due to game changes that happened while I was gone helping new players. One thing I did was I sold everything in my pack and all my gear etcetera before shackling my first character, which in retrospect was stupid. So the choice between old character but has nothing, or new character entirely was easy.
If they have a super rare item, or decent equipment, or are a higher level then there might be some second guessing. However, why pay 100r if that's going to be an issue for you when you can just build the new character back up to the level of the previous character and gain from the changes made to game while you were gone. Also, even without playing a whole lot (I only play 1 day every week or so normally, sometimes I'm gone for months at a time) you can still grow decently it just takes a lot longer. Although I have been known to use reals to speed the time frame up but the point is that if you have the time and are willing it's better to start fresh unless old character has really good stuff or high level.
