Not sure why I haven't noticed this before, but today while I was killing Garuug I noticed he has Messire heroism rank and it got me thinking.

Has anyone seen that ugly sod in Sea battle or Clan wars?

yup, at least half the clan gets him when wars are on, it sucks but would be nice if he would show up in one of my fights (on my side) on occasion

All mobs have a certain heroism and valor rank. I haven't figured out a pattern yet. And it seems to vary even to the same mob

garugg shows up when you do a fight or pvp on the main continent and sb is considered off the main land so he will not show during sb I believe. as for wars he tends to show up more often during then than normal...
