As far as I'm aware there are no quests for level 3/4 clan levels yet. But be sure you will be able to improve your clan in future. Clan level itself currently affects few things - contribution that must be paid in case of lost war - 125g (double in case the clan who declared has lost or surrendered) , points you need to win clan war - 800 , and points that are given for non-show in clan battles during clan war. Being a higher level clan in future will increase all of these things.

Soon™ , clan quests for reaching level 3 and 4 will be added in quite near future.

Its already been a month...how much longer is the "near future"? Am just trying to figure out exactly when we will be getting the updates that the game needs.

There are no specific ETA's , look up what soon™ means I've yet to see constant on-going wars so being a level 3 or 4 would barely influence you. Nonetheless it's one of things that is being worked on hard so you can enjoy all benefits of them.
