more clear trade help

Can someone post an official reply on rule clarification. I have been told something different by several guards in regards to trade prices. I have been told . . . .

1) If item is available in shop +/- 30% applies to that price.

2) That if item is not in shop it is of the current price trading in AH at that time.

3) buy out in AH prices also applies to the same rules of +/- 30%

4) even if item is not in shop and a system price shows that +/-30% applies to system shown price.

5) even if there is a current price in AH and an item has before sold for lower rates that they can set any rate lower even more then the +/- 30%

For example: lets say something like item 894 ( lesser orb of strength) system price is 8c each. this item is NOT available in the shop. there are several lots in AH ranging from 10c-20c each and many with no buyout price but bidding starting at 10c each. Most of current lots in AH are closest to the 15c price each. which would make the average price in AH 15c. Thus putting the -30% about 10c and the + 30% at 20c.

Would it not then be against trade rules for someone to come in and place orbs in AH for 3c-5c or even 7c each?

This is an important thing that is missing from trade rules and seems to cause much confusion for myself and others in the game, some are out spoken and others are not.

I just want to be 100% clear on what is the proper way to determine prices rather then having to ask a guard each time.

Consumables vary in price a lot more than let's say some specific armor or weapon pieces therefor more leeway is given (especially on auction house deals).
so is it ok for someone to come in and dump consumables in the market for 50% or more lower then what they are selling for or does the +/- 30% not apply to the buyout price in ah?

thats what i am trying to figure out, since i know the prices change so often. it would be better to have a more clear rule like the trade rule that would apply.
