I thought only monsters over LEVEL 30! were supposed to get effects, why is it happening to lower level monsters, for instance, a level 18 Darkguard has a Lightning Bolt effect, which makes it pretty hard to kill.

I highly recommend doing hop/bag on Taur Ravagers. I do the level 40s at Cape Wyvern and do not know of other levels (I haven't checked)
